I personally use a program called Atera, which has a monthly cost even higher than your IP address costs but not by much honestly and allows you to connect to as many systems as you want to install the client on. There are a ton of different remote access software(s) some free, some not. This method would also require you to have another way of accessing the network though which if you can access the network another way it negates the need for this in the first place. If you log into this network everyday you will notice the change immediately. It is a pain in the butt way to go about it and a little less secure but you could just set-up the VPN and have it work till the IP changes and then do it all again. 
This would largely depend on how often the public IP changes.
